Resident's car park permits - check qualifying towns below

In the towns detailed below, we issue a limited number of resident permits for town centre car parks.

Important points about resident's car park permits

  • You must comply with the criteria listed in the ‘conditions’ to be eligible to apply for a permit
  • you can only use each permit for one car park
  • each permit is only for a particular car
  • a permit does not give you a reserved space or guarantee you a space
  • you can only use a resident permit for a private car or van under 3.5T gross vehicle weight
  • you must display the permit on the driver's side of the windscreen when you are parked, or you will be liable to pay normal charges
  • there is usually a waiting list for permits - if you do not have a permit and are parked on a pay and display car park you must purchase a parking session either a ticket from the machine or pay by phone.

As from 02/12/2024 the scheme has been extended to include further towns:

During the extended consultation process carried out by the council last year, many residents, who have no off-street parking available and on-street parking restrictions outside their homes, expressed concern that the introduction of parking charges would adversely affect them.  This is because historically, they have been able to park for free in public car parks closest to their home.

As a result, the council carried out a mapping exercise to identify residential properties that are without access to other parking and are within 150 meters of the centre of the car park where charges are being introduced. 150 meters is the distance considered to be reasonable for someone to park within the vicinity of their home and still have quick and easy access to their vehicle.

Those that fit the criteria are now eligible to apply for a 12-month parking permit for specific car parks, at a vastly reduced cost. 

The eligibility criteria for the scheme, which is already in place for certain addresses in Knutsford, Macclesfield and Nantwich, has been extended to include that the vehicle for which the permit applies must be insured at the address, is taxed and has a valid MOT.

Conditions you must meet to get a resident's car park permit 

You can only apply for a resident's car park permit if you meet all the following conditions:

  • you live permanently at an eligible address 
  • you are on (or have applied to be put on) the electoral register at the address you are applying from
  • you do not have access to private off-street parking, and have no way to create off-street parking
  • the vehicle is registered at the address you are applying from (or you are in the process of changing the vehicle's registered address because you have recently moved to this address or bought the vehicle) 
  • there are parking restrictions in place that mean you cannot park outside or near your home during the working day
  • your home is not a new development

We can issue two resident permits per property.

Apply for, renew or change a resident's car park permit

Before you apply for a resident's car park permit for the first timeemail our parking team  or call 0300 123 5020 to check availability. 

If there are no spaces available, we can put you on our waiting list. We will contact you when there is a space.

To renew a permit, apply at least 4 weeks before your current permit is due to run out. We do not send reminders.

How to apply for or renew a resident's car park permit

To apply for a permit (once we have confirmed a space is available) or to renew a permit, send us the following:

  • proof of your address such as a council tax notice, a bank statement (last 3 months) or a utilities bill (last 3 months) 
  • a copy of your vehicle registration document (V5)

Make sure you are happy with the resident's car park permit terms and conditions before you apply. 

When you have applied and have been notified that your application has been successful, you will be advised to make payment. Once you have made payment then a unique reference number will be issued which you must display in your vehicle.

The unique reference number is only valid for a period of time and does have an expiry date. This period allows you time to provide any updated documentary evidence.

If you do not provide all the required documents within this period then a second unique reference number will not be issued. Once we have all the required documentation then we will send the permit within 7 working days by first class Royal Mail post.

We do not offer a same day collection service.

Change the car on a resident's parking permit

If you change your vehicle, you will need a new permit which costs £25.00

To get a new permit, you should send us a resident's car park change of vehicle form (PDF, 144KB) with £25.00 payment. You should then send a copy of the updated vehicle registration document (V5) as soon as possible. We will issue a new permanent permit when we get a copy of the V5 document.

While you are applying for the new permit, you can use your old permit on a temporary basis if you have a unique reference number from us. To get the number, email our parking team or call us on 0300 123 5020 but you must firstly have submitted the change of vehicle form and have made the required payment.

You should display the number in the car with your current permit until you get the new permit. The unique reference number is valid for 12 weeks to allow time for you to make amendments to the V5 with the DVLA.

When you get the new permit, you must return the old one, we may charge you £25.00 if you do not.

You can use your resident's car park permit for a courtesy car but you must tell us. We will then issue a unique reference number that you must display in the car with your permit. The number is valid for 2 weeks, but you can ask us to extend this if you need to.

If you no longer need your car park permit, we can give a refund for the number of whole months left on the permit less a £10 admin fee.

To get the refund, return the permit to us with your bank details for BACS payment. 

We must get the permit within 3 working days of the beginning of the month for that month to count for a refund. Proof of posting is not proof of receipt.

Replace a lost resident's car park permit

If you lose your parking permit, let us know and we will send a replacement. A replacement permit costs £25.00. You can call us on 0300 123 5020 and pay by card, and we will give you a unique reference number to display in your car until you get the new permit. We will issue a new permit within 7 days.

i. Only private cars and vans under 3.5T gross vehicle weight are permitted to use the car parks.

ii. The permit must be displayed on the car windscreen, on the driver’s side. Vehicles not so displaying the permit are liable for payment of the normal parking charges. 
 
iii. The cost is payable in advance and payment must accompany applications.

iv. Applications should be made to Cheshire East Council, Parking Services, Municipal Buildings, Earle Street, Crewe CW1 2BJ. 
 
v. The Council reserves the right to revoke any permit if they find that the holder has misused the facilities offered. 
 
vi. The conditions and regulations imposed by the Cheshire East Consolidated Off Street Parking Order shall apply to permit holders except where they may be inconsistent with these terms and conditions. 
 
vii. Cheshire East Council shall not be liable for personal injury or for loss of or damage to vehicles, their accessories or contents in this car park (save for the negligence of the Council). 
 
viii. The issue of replacement permits due to incorrect information given in the application form will be subject to an administration fee of £25.00. In the case of lost or stolen permits a replacement will be issued upon written notification subject to an administration fee of £25.00. 
 
ix. A change to the vehicle registration number on a permit is subject to a £25.00 administration fee and is payable in advance. A change of vehicle form must be completed and submitted with proof of payment to carparks@cheshireeast.gov.uk 
 
x. Notwithstanding anything herein contained the Council will instruct their Attended Staff to lend all possible assistance to holders of Contracts. 

xi. A specific resolution of the Council at Highway Committee on 07/09/2000, excludes new developments from this scheme. 
 
xii. Either party may terminate the contract at any time by giving one month’s written notification.  
 
xiii. Refunds are available but are calculated for whole remaining months only. Permit and refund application must be received within 3 working days of the beginning of the month in order for that month to count within the refund period. Proof of posting will not be accepted as proof of delivery. The amount of refund is subject to a £10.00 admin fee which has already been deducted from the amounts shown below:
