Accessibility statement for Modern.gov

This accessibility statement applies to https://moderngov.cheshireeast.gov.uk.

This website is run by Cheshire East Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen (we have 21 pages where content may spill off the page)
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

We know some parts of this website are not fully accessible:

  • most older PDF documents are not fully accessible to screen reader software
  • the media player is not fully accessible to keyboard navigation and assistive technology
  • some links have not been optimised for assistive technology

Technical information about this website’s accessibility

Cheshire East Council is committed to making this application accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Technical specifications

Accessibility of Cheshire East Council website relies on the following technologies to work with the particular combination of web browser and any assistive technologies or plugins installed on your computer:

  • HTML
  • CSS
  • JavaScript

These technologies are relied upon for conformance with the accessibility standards used.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons:

  • The media player button and councillor select option do not indicate when they receive the focus. This fails WCAG 2.0 AA 2.4.7 as controls should change appearance when they are selected
  • Some inputs in the media player do not have associated labels. This fails WCAG 2.0 A 1.3.1 - ensure form controls have labels
  • On one page, a table has no header cells. This fails WCAG 2.0 A 1.3.1 as all tables should have headers
  • On one page, there is a heading with no text. This fails WCAG 2.0 A 1.3.1 as all headings should include text
  • On one page, there is a table that does not include scopes in the table header. This fails WCAG 2.0 A 1.3.1. The scope attribute identifies whether a table header is a column header or a row header
  •  On one page, there are multiple empty links. This fails WCAG 2.0 A 4.1.2 - ensure links can be used by screen readers
  • The media player is contained within a frame that has no title. This fails WCAG 2.0 A 2.4.1. All frames must define a readable title, which briefly described the contents of that frame
  • The library page has a list of related links that have not been written semantically. This fails WCAG 2.0 A 1.3.1 - allowing assistive technologies to more easily navigate from item to item. Or pass entire groups of links if the user wants to

Disproportionate burden

We’ve assessed the cost and resources required to fix all our PDFs. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. We will review this assessment each year.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

What we’re doing to improve accessibility

We have a subscription with Silktide. This highlights instances that require attention. We fix the priority 1 issues that we can first, and then work through the list as capacity allows. We review the report regularly.

We're working with the supplier, Civica, to fix the issues in this statement and to make the system more usable for all users.
