Cheshire and Warrington devolution

Cheshire and Warrington have been confirmed as part of the Government’s devolution priority programme.

This means that the region’s outline plans to set up a Combined Authority and hold mayoral elections in May 2026 have been accepted in principle by government.

A final decision will be made by the three councils later this year if the government decides to establish the Mayoral Combined Authority following public consultation.

Devolution is about national government transferring powers and resources away from London and into regions.

It’s not about merging councils or taking decisions away from councils.

Individual councils would retain their current responsibilities and continue to provide services for local people.

The Cheshire East Plan 2025-29 sets out a commitment to build on our strengths and maximise the opportunities of our location and connectivity; our industry, commerce, agriculture and heritage; and work with our local businesses, education providers and communities to unlock the benefits for all, tackle disadvantage and drive improvements in health and wellbeing.

We need affordable and convenient transport for residents in our rural areas and towns; affordable homes in the right places, close to employment and services; and a workforce with the skills our businesses need.

Devolution in Cheshire & Warrington, could bring further investment that would benefit residents and communities in all parts of our borough.

What devolution might mean for our area

We recognise that local people and businesses may have questions about what devolution might mean for our area.

The Cheshire and Warrington devolution website has answers to a number of key questions.

We will also continue to keep this webpage updated with the latest key information.
